بين السيد رئيس الوزراء عبر منهاجهِ الوزاري الكثير من المهام والنقاط التي وعد بها الشعب العراقي بمختلف مكوناتهِ على تنفيذ الكثير من الإصلاحات من خلال منهاجهِ الوزاري الذي تقدمَ بهِ للسلطة التشريعية ، وتطبيقاً للمادة ٧٦ رابعًا من
الدستور العراقي التي تنُص على
(يعرض رئيس مجلس الوزراء المكلف، أسماء أعضاء وزارته، والمنهاج الوزاري، على مجلس النواب، ويعد حائزاً ثقتها، عند الموافقة على الوزراء منفردين، والمنهاج الوزاري، بالأغلبية المطلقة)

يبدوا ان المنهاج الوزاري الحالي المُعد يتضمن نقاط
تُخالف اهواء وتطلعات الاحزاب والتيارات والكتل
السياسية القائمة على تشكيل الحكومات السابقة
والحالية بل قد تُنافي العرف السياسي الذي سارَ عليه
النظام برمتهِ بمبدا (الشراكة) التحاصص !
رئيس الحكومة هو نتاج لاتفاق ساسي مُسبق وهذا عرفٍ
سياسيٍ مورس في العراق بعد إزالة النظام المقبور
هذا العرف نتجَ عن إرباك كبير في مختلف مؤسسات
الدولة وصل الأمر إلى عدم القدرة على تغيير المدراء
العامين ووكلاء الوزراء والدرجات الخاصة ، او محاسبتهم كل ذلك نتاج طبيعي لسياسات مرسومة وضعت خارطةٍ ، تتبنى هدّم المؤسسات ، المهمة منها الصحية ، الامنية، التربوية ، التعليمية ، الخدمية !
رئيس الحكومة الحالي عاجز عن تقييم اداء الوزراء
ووكلائهم والمدراء العامين ، طبيعة النظام السياسي
تفرض عليهِ عدم خلق بيئة تُعكر مزاج قادة العملية
السياسية الداعمين لمبدأ (الشراكة) !
علماً ان السيد رئيس الحكومة الشريك “الأساسي والفاعل” في الكثير من الحكومات السابقة ورئيس الحكومة الحالية يعي مدى خطورة القبول بهذهِ “المهمة” في ضل هذهِ الالية
التي يعتمدها قادة العملية السياسية !
